SWL nel 1979, in possesso di Certificato Limitato di Radiotelefonista per Navi dal 1982 e di Patente di Operatore di Stazione di Radioamatore dal 1992 con il nominativo "IZ4GYB".
Operatore nella Stazione “IQ4EV”, questa Unità Mobile di Telecomunicazione (TLC) è stata progettata, costruita ed è gestita dall' Associazione "COMMUNICATIONS EMERGENCY RESCUE" http://www.protecer.org.
L'Unità Mobile (TLC) è equipaggiata con strumentazione idonea a gestire l’infrastruttura, effettuare verifiche-misure e eseguire collegamenti in qualsiasi modalità operativa (dati, voce, video, analogico, digitale, satellite, ecc.), in particolare Tetra, reti wireless e sistemi satellitari SkyPlexNet, Eutelsat, Inmarsat e Thuraya.
L'Associazione "Communications Emergency Rescue" il cui Presidente è GILBERTO UGHI “I4IYO”, è costituita da Volontari ed è un Organizzazione Non-Profit che collabora direttamente con le Istituzioni Governative, in particolare con l'Agenzia per la Protezione Civile Emilia-Romagna e la colonna mobile di soccorso regionale, per le quali, fornisce, le comunicazioni strategiche di intervento in aree nazionali ed internazionali. Inoltre l'Associazione collabora con altre realtà del volontariato e con quelle impegnate negli aiuti internazionali di tipo umanitario, per lo sviluppo di progetti inerenti la realizzazione di reti comunicative di servizio o per la riduzione del digital-divide nei paesi in via di sviluppo. Promuove l'impegno sociale, la cultura della sicurezza e della solidarietà.

This Mobile Telecommunications Unit (TLC), operating in the Station "IQ4EV", has been designed, built and managed by the Association “EMERGENCY RESCUE COMMUNICATIONS” http://www.protecer.org.
The Mobile Unit (TLC) is equipped with suitable instruments to:
- manage the infrastructure,
- carry out tests and measurements
- make connections in any operating mode (data, voice, video, analogic, digital, satellite, etc.), In particular it fits Tetra, wireless networks and satellite systems SkyPlexNet, Eutelsat, Inmarsat and Thuraya.
The Association " Emergency Rescue Communications " whose President is Mr. GILBERTO UGHI "I4IYO", is made up of Volunteers. It is a Non-Profit organization that works directly with governmental Institutions, in particular with the Civil Protection Regional Agency of Emilia-Romagna and the regional rescue mobile column, for which it provides strategic communications in national and international intervention areas. We carry out projects and functional tests of new networks and systems Telecommunications for emergencies and we are the only company to have non-governmental structured in a mobile system on satellite dorsal of the National Civil Protection.
We also collaborate with other voluntary and international cooperation for the development of projects aimed at the implementation communication network service or for the reduction of digital-divide in developing countries, promoting social engagement, culture security and solidarity.
